Rulings

This card is still counted at a Troublemaker while at a player's home; a player may use Biff! Pow! to challenge it to a Troublemaker faceoff as long as they do not control it.

Explanation of how this card works

You play it face down, it turns face up later (usual Troublemaker mechanics).

When face-up, your opponent can confront it as a Troublemaker or you can (during your Mane Phase) activate the ability to "Pay 4 action tokens to dismiss an opponent's Friend. This card is sent to that Friend's controller's home and they gain control of it."

When at their home and controlled by them, they can (on their Mane Phase) activate its ability to dismiss one of your Friends and send the card to your home. Note as a Troublemaker it does not count for a player's Home Limit.

As it isn't at a Problem any more, it can only be confronted by using Biff! Pow!. If no one does that, it just bounces between you as you use it.
